Mini mill is based on oxygen converter that melts scrap iron with electric energy to make melted iron. Steel plates have traditionally been produced only at integrated steelworks. However, the development of new technology such as thin-slab continuous casting enables the production of melted iron through oxygen converter. These processes and facilities are collectively referred to as a mini mill, comparing with the continuous ironwork processes of blast furnace-converter processes.

Half-finished products such as slab, bloom and billet are produced via the continuous casting process for melted iron produced in electric arc furnaces from scrap iron, nickel and chromium.

Having already constructed a 1.8-million-ton grade mini mill at POSCO, POSCO E&C has been operating the mini mill business in full compliance with international standards.
